how do I convert a onenote file to the outline file format. what is the benefit of making the change. thanks.

Thanks for reaching out!

To change the format of your notebook, right-click the notebook's cover in Outline > Properties > Export to Outline > select the folder where to store it > Save.
Changing the format you're creating the copy of this notebook that you have opened in Outline.
If you want to work with outline formatted copy, close the current notebook and open this notebook in Outline format from the folder where you've saved it.

And the biggest difference is that we have the separate folder for attachments; in OneNote all the attachments are encoded inside section files.
Because of this difference, when you open OneNote notebook, the whole section with all the attachments inside needs to get downloaded completely.
With Outline format we first download the section file, it opens in the app, you can start editing the text; all the attachments get downloaded after the text so you don't need to wait.
