What Outline is it? For Mac or iOS?
And could you please check the version of Outline you have? On Mac it's in Outline > About Outline. On iOS it's in Settings > About. The current version is 3.19.1.
On Mac you can drag&drop sections to change the order in the same notebook or to move the section to another notebook. You can also move the sections between notebook in different formats, Outline exports the files to appropriate format automatically. To change the notebooks order you need to right-click on the notebook > Move Up / Move Down.
On iOS you need to cut&paste to move the section / change the order. The reordering for notebooks goes the same as on Mac.
Please give me more details on Outline version you use and I will help.
Once again, when I am trying to move the sections, NOTHING happens. They are not moving, right clicking opens a fly out but nothing related to moving, just cut/paste etc. The arrow just goes up to the next section, without moving anything.
I also have installed outline on my macbook pro, same thing, nothing happens when I try to move the sections. In fact 90% of the time trying to create a new one doesn't work either. Software not responding. Once in a while it will create a new section, but there is no logic when it will occur.

I can suggest you to reinstall the app as this behaviour is abnormal.
Usually the sections got created few seconds after you click the "+" icon in the section bar above the page or "Add Section" in notebook menu (the delay is connected to the fact that we create the files in your file system). And in Mac Outline you can always move the sections with simple drag&drop.
So I suggest the version of your Outline can be corrupted. Could you please reinstall it and additionally clean the cache with the cleaner tool? Here is an article about the cleaner: http://help.outline.ws/customer/portal/articles/2590476
Please note that you will need to re-open all of your notebook in Outline. Do you know where they are stored? You can use "+" > Open from Local for local notebooks and "+" > Open from <cloud storage> for cloud synced notebooks.

And if it's about section groups, then you are right, we cannot reorder them at the moment. In current version they get ordered alphabetically. You can rename the folders of those section groups to change the order.
Do do it you need to close the notebook in Outline and find its folder on your Mac in Finder or in your cloud storage account. Then rename the folders of the section groups using 1., 2. etc. Then re-open the notebook inside the app. The section groups will be ordered using the number prefixes.
What about cutting&pasting the sections, I've just tried it and it just have some delay. I suggest for bigger sections delay can be longer. When you move the sections, we actually move the section file in your file system. And the delay is connected to the fact that we need to change the location in the file system and then display the change in UI.
And cut&paste doesn't work if you want to just reorder the sections in the same notebook. You can use it for moving the sections between the different notebooks or between the notebook and section group. If it's only about section order you can use simple drag&drop. This way we need to just change the position of section in UI. For file system there is no difference.
Sorry for taking over this thread but my question is related: Am I getting you right that I cannot drag&drop section groups? I am currently facing this issue of wanting to move section groups and don't understand why this shouldn't be possible. In this particular instance I have my notebook a section group and another section group within this which I want to move around.
I can move sections freely within everything, even to other sections and all, why not move section groups?
